A creator monetisation guide for MENA

There are five ways a creator in Kuwait or the wider Gulf can turn content into income, and they pay wildly different amounts for identical view counts. This guide runs the arithmetic side by side and ends with a 90-day plan.

The five models

  • Platform funds. The platform pays you from advertising revenue against your own views. No brand relationship required.
  • Brand deals. A brand pays a fee for a post to your audience. You are selling access to your following.
  • UGC. You produce video for a brand to use on its own channels and ads. You are selling production, not audience.
  • Affiliate. You promote a product with a code or link and earn commission on sales. You are paid on outcomes.
  • CPM clipping. A brand funds a pool at a rate per 1,000 views. You post clips, views are counted in a window, you are paid per verified thousand.

They are not alternatives. They stack, and the good outcome is running three or four at once against the same content.

Platform funds: know the real numbers before you plan around them

This is where most creators lose a year.

TikTok's original Creator Fund was discontinued in late 2023 and was widely reported as paying only a few US cents per 1,000 views. Its replacement, the Creator Rewards Program, pays considerably better — commonly reported at $0.40 to $1.00 per 1,000 qualified views — but the gates are real: 10,000 followers, 100,000 video views in the prior 30 days, age 18+, a personal account in good standing, and videos over one minute long.

The gate that matters most in this region is geography. TikTok's own programme terms cover a short list of markets — Brazil, France, Germany, Japan, South Korea, the UK and the US. Gulf countries are not on that published list. Availability does expand over time, so check inside the app for your own account rather than trusting any article — including this one. But plan on the assumption that platform funds are not your income, because for most Gulf creators today they are not.

The same 100,000 views, five ways

Assume one month, 100,000 total views across your content, an engaged Kuwaiti audience of around 15,000 followers. Rounded, illustrative, and not a promise — these are what the published rate bands imply, not what anyone will earn.

Platform fund. If you are not in an eligible market, zero. If you were, at a reported $0.40 to $1.00 per 1,000 qualified views — and only long-form qualified views count — 100,000 views might produce roughly $40 to $100, or about 12 to 30 KWD. Realistically for a Gulf creator today: zero.

Brand deals. One post at a negotiated fee. There is no reliable published Gulf rate table, but a creator at this size negotiates a single fee unrelated to how the post performs. The income is lumpy and depends entirely on deal flow.

UGC. Decoupled from views entirely. At the commonly reported $150 to $300 per video band, four videos in a month is roughly $600 to $1,200 — about 180 to 360 KWD — regardless of how they perform, because they run on the brand's channels. Affiliate. Depends on conversion, not views. If 100,000 views produce 300 code redemptions at an average 25 KWD order and a 10% commission, that is about 750 KWD. If they produce 20 redemptions, it is 50 KWD. The variance is enormous, which is the honest characteristic of the model — the upside is real and so is the downside. CPM clipping. Directly proportional to views. At rates that run roughly $0.20 to $6 per 1,000 views, averaging near $1, 100,000 counted views is roughly $100, or about 30 KWD — with two caveats that bite: campaign pools are finite, and views are counted in a window, so uncounted views pay nothing. The pattern to take from that table: views are the worst-paid unit of creator work, and outcomes are the best-paid. UGC and affiliate both beat pure view-based income at this scale, and neither requires a follower threshold.

What this means for how you sequence

The ranking flips at scale, but for a creator under roughly 50,000 followers the order is fairly stable.

  1. Affiliate first. No minimum audience, no gatekeeper, starts today. A programme with a discount code pays on your first sale.
  2. UGC second. No audience requirement at all. Your portfolio is the product. This is the most reliable monthly income available to a small Gulf creator.

  4. Brand deals fourth. They arrive once you have evidence — and affiliate and UGC work is exactly that evidence.
  5. Platform funds last. Take them if your market becomes eligible. Never build a plan around them.

A 90-day plan

Days 1 to 30 — establish a floor.

  • Join two or three merchant programmes whose products your audience can actually buy locally. Relevance over commission rate.

  • Post three to five pieces per week featuring a code, spoken aloud and shown on screen.
  • Build a UGC portfolio of three videos, self-briefed, using products you already own.

  • Add disclosure to every paid post from day one, in Arabic and English.

Days 31 to 60 — add view income and search.

  • Enter two or three funded pay-per-view campaigns. Post two clips per campaign per week.
  • Track every submission: campaign, date, views at 48 hours, views at 7 days, amount paid. After 20 clips you know your real effective rate.
  • Pitch UGC to five brands with your portfolio and rate card. Expect one or two replies; that is a normal hit rate.

Days 61 to 90 — cut, double down, formalise.

  • Look at income per hour by model, not income by model. The winner is usually not what you expected.
  • Drop the two lowest performers. Concentration beats spread once you have data.
  • Convert your best UGC client to a monthly retainer.
  • Sort out compliance properly. Kuwait is moving to require Ministry of Information licensing for paid influencer promotion, coordinated with the Ministry of Commerce and Industry, as Gulf News reported. Three things that decide the outcome

Get paid in KWD locally. Foreign settlement costs a conversion spread and days of delay on payouts that may be 30 KWD to begin with. It is a quiet tax on small creators.

Stack models on the same content. One clip can carry a discount code and be a campaign submission. That is two income streams from one afternoon.

Track your own numbers. Nobody else will. The creators who compound are the ones who know their effective rate per hour by month three.
